Pat Palmer
Pat Palmer pioneered the concept of advocacy on behalf of patients who were confronted with bogus, fraudulent and abusive healthcare charges. As CEO and President of Medical Recovery Services, it soon became glaringly apparent that billing errors, overcharges and insurance denials were plaguing patients nationwide. Responding to the need, Palmer founded MBAA and has trained advocates nationwide. Palmer has appeared on national television and radio broadcasts as well as every major newspaper in the country. Palmer authored The Medical Bill Survival Guide, and the Home Study Manual.
Nora Johnson
Nora Johnson, owner of Medical Expense Review & Recovery, became a member of MBAA in 2001. Johnson has since become a certified compliance professional, professional healthcare consultant, lecturer and author. Johnson, through her extensive research, has established expertise in the area of hospital bill analysis. Her diverse background as an inventor, teacher and social worker has given her a unique approach toward problem resolution. By invitation, Johnson addressed the Texas OIG and Texas Medicaid about hospital fraud. Johnson completed Pat Palmer's seminars, became a seminar leader and is Vice President of MBAA.
Joining Forces in 2003: The Dynamic Duo
Palmer and Johnson have co-authored Medical Bill Workbook, the Hospital Bill Review Manual, Critical Analyses of Provider Billing, Coding and Reimbursement. They have lectured the National Health Care Anti-Fraud Association on the subject of hospital fraud, submitted a report to the Committee on Ways and Means, consulted with the Department of Energy & Commerce Investigation into Hospital Billing of the Uninsured and are dedicated to the concept of equitably billed healthcare charges for all patients, whether insured and uninsured.

Candice Butcher
Candice Butcher has been working with her mother, Pat Palmer, for more than 10 years, helping to develop and grow Medical Billing Advocates of America and Pat’s personal advocacy company, Medical Recovery Services. After spending several years as the association’s Director of Individual Consumer Research and performing recoveries for physicians with regard to insurance underpayments, she currently is the MBAA Coordinator. She is well versed in every type of clientele available to our advocates.
Kathy Wheby
Kathy Wheby is the personal marketing agent for Pat Palmer, founder of Medical Billing Advocates of America and President of Medical Recovery Services. In this role, Kathy has extensively analyzed the best approaches to marketing to a variety of clientele who require advocacy services, and helps advocates find the most productive marketing channels for their business. Prior to joining Medical Recovery Services, Kathy held various key management positions in marketing for a large software company. She supervised 5 branches, 10 managers and 50 employees of a financial institution. Kathy grew their memberships to an impressive number by recruiting potential customers, conducting presentations, and evaluating processes and recommending operational improvements.
